A public app costs far more than the first build. Third-party 2026 estimates put a small utility at $10,000 to $25,000, a feature-rich app at $25,000 to $60,000 and a platform-level app above $60,000, with first-year operations adding $20,000 to $50,000 for a typical MVP. The usual underestimates are App Store review, privacy webhooks, scaling across many shops and support.
Start smaller than you think. A realistic first version solves one job well, bills through Shopify and passes review. Our guide to the cost of building a Shopify app covers the budget in more detail.
Where the money goes
Core build is only one of four cost blocks.
What: the main feature set, the embedded admin interface and the data model.
Range: $10,000 to $25,000 for a small utility, $25,000 to $60,000 for a feature-rich app.
What: review preparation, listing assets, test instructions and review fixes.
Watch for: two or three resubmission cycles are common.
What: Shopify billing integration, plan logic, trials and a first-run experience.
Watch for: billing misuse is a common rejection reason.
What: hosting, monitoring, support, API version updates and fixes.
Range: first-year operations of $20,000 to $50,000 for an MVP, per one 2026 estimate.
| Public app type | Build cost | Typical timeline |
| Small utility | $10,000 to $25,000 | 2 to 3 months |
| Feature-rich SaaS app | $25,000 to $60,000 | 3 to 6 months |
| Large platform-level app | $60,000 or more | 6 months or more |

The App Store requirements checklist
Build these in from day one, not after the first rejection.
- Subscribe to the three privacy webhooks, verify them and respond with a 200 status.
- Complete data requests and deletions within 30 days.
- Bill through Shopify App Pricing or the Billing API.
- Use theme app extensions instead of editing theme files or injecting script tags.
- Show a visible support contact in the app and on the listing.
- Provide test instructions and test accounts for any outside services.
- At least 50 net installs from active shops on paid plans and at least 5 reviews.
- Admin LCP of 2.5 seconds or less, CLS of 0.1 or less and INP of 200 ms or less.
- No more than a 10-point drop in storefront Lighthouse score.
- A p95 response time of 500 ms or less for apps that handle checkout requests.
Built for Shopify criteria are reported by third-party sources, so verify them in Shopify’s partner documentation.
What teams always underestimate
These four items cause most budget and schedule overruns.
Review feedback arrives per requirement and resubmission cycles take time. Plan at least a week per cycle.
Every app must handle them, even with no personal data, and the 30-day completion rule is a real operational duty.
Each app and shop pair gets its own API quota, so you must queue and throttle per shop as installs grow.
Merchants expect fast answers, and Shopify releases a new API version every quarter.
Public app versus custom app
The extra cost of going public is real, so choose it on purpose.
Rule of thumb: if you cannot fund support and operations, a smaller custom app is the safer first step.
A realistic first version
Scope for review and revenue, not for completeness.
- One core job that merchants already pay for.
- An embedded admin interface built with Polaris and App Bridge.
- Shopify billing with a simple plan.
- Privacy webhooks, install and uninstall handling.
- A theme app extension only if the app needs a storefront feature.
A public-style app in practice
A Shopify app that merchants install with one click to customize blank products with their own artwork and text, with a merchant order portal and commission tracking. Onboarding dropped from weeks to minutes, and hundreds of merchants were enabled. Our custom app work includes more than 50 delivered apps.
